Toss all slaw ingredients together and leave for 10 minutes.

Heat frying oil in a deep, heavy pan to 350°F (175°C).

Whisk flour, cornstarch, baking powder, cumin, paprika, and 1 tsp salt. Add sparkling water and stir only until combined.
